Can This Affect Me?
Although technically anyone can be targeted, organised stalking generally relies on a person's lack of knowlege and awareness of the programme because this enables it to creep up on people without being noticed It also relies on the person not being taken seriously when they say it is happening. Being aware of the problem, the technologies available today and your legal rights ensures better protection.
Why Would Organised Stalking Happen?
Organised Stalking was used by the East German police, the Stasi, throughout the 1970’s and 1980’s. The Stasi wanted to 'corrode' and 'decompose' political dissidents. They did this by using various social, psychological and financial strategies ('Zersetzung’).
Corrupt individuals in the US FBI used Organised Stalking tactics in their operations; most notably ‘Cointelpro’ in the 1950’s and 1960’s. In these operations, the aim was to “expose, disrupt, misdirect, discredit, or otherwise neutralise” individuals and groups they did not agree with.
The Church Committee investigations brought these practices onto the mainstream public record but they never really disappeared; the same techniques have evolved into today's organised stalking.
Although the full truth about today's Organised Stalking is still not fully clear, from my research it appears to be used against people who may influence political fields in certain ways. However, the crime would be quite obvious if only political activists ever complained of this problem. I believe a number of ordinary members of the public have therefore also been targeted to hide the true motives. However it could be even wider than that. Complaints about this crime today suggest motives of suppression, attempts to modify behaviour and adult bullying.

The Wider Context
For years, illegal groups have secretly targeted people for their political beliefs (racism, communism, religion etc.), regardless of whether those beliefs are legitimate or consistent with reasonable social norms.
There are also a great number of serious crimes being committed via sophisticated 'professional networks', including the illegal trafficking of children and paedophilia, which have proven very difficult problems to solve.
A new type of crime has arisen in the 20th century and involves the illegal misuse of advanced technology. Scandals using advanced technology such as 'MKULtra' have already been exposed.







Brief Definition
Organised stalking is a set of practices that have been developed to manipulate and suppress unususpecting individuals. In the same way as a 'genuine terror suspect' may be treated, the programme identifies innocent and often vulnerable civilians, monitors them and in some cases, applies unethical methods to subvert them.
Who's Responsible?
The identity of the criminals responsible is not clear. However, given this crime involves advanced technology and socio-political motivations, there must be links to corrupt individuals in professional positions. Personal liberties and freedom of expression are being affected by the 'dark matter' of corruption. The people responsible are a criminal minority.

How Does Organised Stalking Work?
Organised Stalking uses a number of mostly psychological techniques to bring an individual down without anyone realising the stalkers are responsible. A common approach has been to wear down an individual's mental state and make it seem as though the person became ill through natural causes. Organised stalking is therefore a programme that is applied over the long-term. The methods used varies from case to case, however from my research, a common format seems to be:
First Stage: A person is identified, monitored/put under surveillance and a psychological profile is prepared.
Second Stage: In some cases, the individual will then be exposed to the Organised Stalking programme. In the second stage, the stalkers do things that will end up making the person appear mentally unwell to other people. For example, the stalked individual may hear a voice saying, "I'm your guardian angel" when no one else is around. Transmitting auditory data in this way is now possible with advanced technology but if the individual is unaware of this technology, they may think they are being haunted by ghosts. If they tell other people they 'heard voices', a common reaction is to conclude they are mentally unwell because hearing voices is listed in psychology manuals as a symptom of mental illness.
Third Stage: If the person becomes sufficiently isolated, for example, they are labelled as mentally ill, their statements about what they experience are no longer taken so seriously. It is at that point that the third stage of the Organised Stalking programme can begin. This is where a person can be subjected to significant abuse, often using technology, which ruins their life to a severe degree. By this point, the victim is now fully aware these things are being done deliberately but is rendered helpless because claims of 'being persecuted' are written off as further evidence of mental illness.
