Crime Victims Enquiry - Lucy Barnard

I’m writing to you because I have unfortunately become subject to the crime of Organised Stalking – I am slowly being murdered. This is not merely a personal issue; this problem is affecting thousands of people across the UK and is a serious matter of national public concern. 

 

While stalking is a crime already well within public awareness, organised stalking is only now making a modest appearance in public discourse: organised stalking is the corrupt and unauthorised use of military-grade technologies to carry out illegal harassment/destruction of citizens. Targets may be whistle-blowers, political dissidents, those who have crossed people in power but they are also very often simply innocent civilians.

 

There are thousands of people across the United Kingdom and worldwide who are now coming forward on social media, saying they are going through this experience. There have also been a number of ex-law enforcement personnel and celebrities who have corroborated the claims and international conferences held by victims are on the rise. Given the malicious nature of this problem, there has also been a great deal of misinformation, although the incredible technologies people are speaking of are already well-documented (and can be found through online searches), despite not being openly discussed as yet. 

 

We need help. Many victims have tried to go to the police about what’s happening, only to find their cases are not ultimately pursued. This is because organised stalking is by definition made possible by a few rotten apples working within the system itself. Many of the civilians do not take further steps because they are fearful of threats or feel they have no way to do anything about it. Indeed corrupt crime is an unwelcome problem for anyone. Accountability in a collegiate environment is tricky and it may be that full accountability won’t even be possible. However systems of governance exist to protect people and there must be some form of restraint of these actions and protection for citizens, in accordance with ordinary law. This is why I am trying to approach a number of ethical and principled people within the system and bring this to their attention to make sure the system works for the people it has a duty to protect. The people responsible for this can only target those who are able to fall outside of the system and this is why it is imperative we get the support of people within it.

 

Organised stalking is a crime; it is a breach of our human rights to life, liberty and health. We are hidden victims who have been systematically disenfranchised from the protections supposed to be provided by a criminal justice system.

 

 * My life has been threatened

 * My family members have been threatened

 * My life has been destroyed for years

 

In particular it has been suggested that I will be:

 

 *  Subjected to some kind of ‘accident’ or other assault

 *  Subjected to malicious attacks on my health

 *  Set up for crimes I did not commit

 *  Forced to withdraw my claims by violent means

 

I realise many questions arise: who is doing this? Why? Is this really happening? I am trying to make a website to answer such concerns but for the past few days I have come under such harassment that I am now bed-ridden. How You Could Help

 

The Government has to take a realistic view about the advanced nature of technologies available today and recognise there must be a small core of people who are authorising the misuse of these technologies. Civilians across the UK are having their lives are being turned upside-down by the criminal misuse of these capabilities.

 

Targeted individuals across the UK need:

 

 *  Recognition of this crime against humanity

 *  Protection in their plight to overcome this problem

 *  Solutions to protect them from misused technologies

 

Most targeted individuals realise we have to help ourselves but we are stuck if we are completely without any systemic support. I needed to raise awareness of my case as a precautionary measure but also because I deeply and earnestly implore the following:

 

* That you please confirm you have received my email.

 

* That you please take a few moments to become aware of the issues of targeted individuals and organised stalking, bearing in mind that a) some of the online sites have been created maliciously to discredit genuine victims and also that b) the technologies and capabilities really are quite astounding to the new reader.

 

*  That you agree to give your support in principle to this very complicated problem.

 

* That you support our attempts to go to the police and receive a full and genuine investigation.

 

* Of course if you wanted to provide any further assistance (perhaps ideas about how things could proceed, discussing this with your colleagues, helping to raise awareness or other support) that would be extremely welcome. 

     

Final points: I do not live in your particular constituency (my address is XXX however it is important that you at least see this information, so you can be aware of this extremely serious matter of national public importance.

In summary, my constituency MP replied and provided me with a case number. I have not heard back regarding my latest letter. I have not however yet called her offices by telephone, as she suggested. I received some responses from MPs from other constituencies. Those who replied suggested the MP in question could not act for me due to the fact that I live outside their constituency (Parliamentary Protocol). I replied explaining that this is a matter of national and international importance. I requested that the matter be brought to the attention of those MPs, as per procedure when someone lives outside their constituency.  A percentage of offices wrote back after this point. One MP said that this is a matter for the police. The Home Office provided me with information about help I could receive in crimes of stalking and protection uner the The Protection from Harassment Act 1997. They also advised that I contact the police. I also contacted some social services within Brent when I was being attacked directly. I am still waiting for further responses. A number of the victim support agencies in England said they did not deal with matters of organised stalking (as opposed to stalking). I still have further authorities to contact.
